Human Resources Manager
Aylin TOMAÇOĞLU was born in Istanbul in 1980. After graduating from İntaş High School, she received her undergraduate degree from Marmara University Management Faculty.
Tomaçoğlu worked in Human Resources departments of various institutions and acted as Human Resources Executive between 2001 and 2005, Human Resources Specialist at Tosb-Taysad between 2006 and 2007, Human Resources Supervisor at Agk Sigorta between 2008 and 2011, Human Resources Manager at Çalışkan Lojistik, Kimya ve İnşaat Group company between 2011 and 2012, Human Resources Manager at Kuehne Nagel company between 2013 and 2017, and Human Resources Manager at Medkon Lines company between 2017 and 2020.
Tomaçoğlu was assigned as Human Resources Manager at İSTTELKOM Inc. in December 2020, a duty that she continues to fulfil.

Electronic Systems Manager
Born in Elazığ in 1972, Oğuz Hakan KIVCI graduated from Kayseri High School. Subsequently he obtained his undergraduate degree from Doğu Akdeniz University Electrical and Electronics Engineering Department in 1998.
He continued his education by participating in Data Analytics, Finance and Marketing training programs at different universities abroad through Koç University mini (MBA) program.
Throughout his career, Mr. Kıvcı has undertaken important roles in national / international companies operating in telecommunication, information technologies and electronics sectors and taken the lead in vision projects and corporate transformation processes by specializing in business development, marketing-sales and technical management.
Mr. Kıvcı started his career as an Electrical Engineer in a private company in 1998 and continued his career in RF Planning in Telsim (VODAFONE), Network Planning in NOKİA, Wireless Communications Service Engineer and Sales Manager. He has undertaken active roles as Network Planning Coordinator at SIEMENS Company’s overseas representations.
Kıvcı worked as an executive in the fiber line project between Turkey (Mersin – Northern Cyprus in the Universal-Wimax project in the Eastern Anatolia region for the Ministry of Transport and achieved many awards of various degrees for the success he displayed in corporate work.
Mr.Kıvcı was involved in the Turkey restructuring process of HUAWEI technology company and undertook the task of Service Sales, Service Support Directorate during 2009-2016. During 2016-2017 Mr.Kıvcı worked on investor relations and worked as Sales and Business Development Manager at Turkcell Global Tower and International Wholesale Departments between 2017-2019.
Mr. Kıvcı was appointed as the Director of ISTTELKOM Inc. Electronic Systems in October 2019 and is married with 3 children.
Oğuz Hakan Kıvcı is a holder of numerous sectoral courses and certificate programs. He speaks fluent English and beginner level Spanish.
Finance Manager
Born in Eskişehir, Esin ZEYTİNOĞLU graduated from Süleyman Çakır High School.
She received her bachelor’s degree from Anadolu University, Faculty of Economics and Administrative Sciences, Department of Business Administration in 1995.
Working in various companies in the finance sector, she served as Specialist (1994-1998), Chief (1999-2006), Manager (2006-2011) and Finance Director-CFO (2011-2017).
Zeytinoğlu held a Financial Advisor position between 2018 and 2019, and finally, in December 2019, was appointed Financial Manager of İSTTELKOM Inc., which she still holds office.

He was born in Istanbul in 1976. Having graduated from Yeşilköy 50. Yıl High School, he received his bachelor’s degree from Yıldız Technical University, Electrical and Electronics Engineering Department in 1997. He got his master’s degree in Business Administration (MBA) from Yeditepe University in 2004.
Between 1997 and 2000, he worked as Project Manager in an international company operating in the industrial automation sector. Between 2000 and 2015, he started working as the department manager at ETC Inc., an active company in the telecommunications sector, and continued to serve therein as General Manager and member of the Board of Directors of the group companies. He performed duty as a senior executive at the IT companies of Çukurova Holding between 2015 and 2017. He functioned, between 2017 and 2019, as the General Manager of Telda Inc., which operates in the sectors of telecommunication and information technologies. As of November 2019, Taner Çıtak has been appointed as the Information Technologies Manager of İSTTELKOM Inc.

GENERAL MANAGER
Graduated from Marmara University, Faculty of Economics and Administrative Sciences in 1990, Nihat Narin studied an MBA at London Middlesex University and completed a course in Internal Audit at Louisiana State University. At the same time, he holds Advanced Turkish Capital Markets and Corporate Governance licenses.
Working in various Investment Banks in London and Istanbul as a Telecom and Internet Analyst between 1990 and 2000, Narin also has extensive experience in corporate finance, corporate restructuring and public offerings fields.
Narin joined Turkcell in 2000 and managed the company to be listed on the New York Stock Exchange, public offering and company restructuring processes. Throughout his 19 years, he performed respectively as ‘Director of Investor Relations’, ‘Turkcell’s Director of Internal Audit’, ‘Director of Business Development and M&A ’, ‘CEO of Global Tower – Turkcell’s infrastructure subsidiary’.
Narin restructured base stations and tower infrastructure areas in countries such as Ukraine, Belarus, Cyprus and Turkey where Global Tower operates. He developed and started its activities on ‘Base station and Tower Consolidation Model’ which prevents repeated investments by inciting the sector in sharing fiber and tower.
He analyzed several applications of the Smart City project abroad and initiated to implement it in Turkey.
He developed the business model and carried out leading projects supporting the infrastructure of the GSM sector, particularly the new generation ‘Low Orbit Satellite System’.
Narin has been a member of Turkcell Corporate Governance Committee, Inteltek Board of Directors, Ukrtower Board of Directors and TUYID. He is married and has 2 children.
Commercial Manager
He was born in 1978 in Istanbul. Having graduated from Istanbul Tuna High School, Omer ENGIN graduated from the department of Public Administration, Faculty of Economics at Anadolu University in 2002. He did master degree in the department of International Trade at Istanbul Ticaret University.
We worked as cashier at Foreign Exchange Office between 1997-1998. He was employed as Inspection Staff, Personal Secretary, Tenders and Contracts Staff at ISTAC AS between 1998-2013. He served as Tender Specialist at ISTANBUL SEHIR HATLARI AS (CITY LINES) between 2013-2017. In February 2017, he was appointed as the Chief of Tenders and Contracts at ISTTELKOM AS He has been serving as the Commercial Director at ISTTELKOM AS since August 2018.
Omer ENGIN is married with 2 children.
Infrastructural Systems Manager
Huseyin Avni BUYUK was born in Rize in 1972. Having graduated from Rize High School, Mr. Buyuk graduated from the department of Civil Engineering, Faculty of Civil Engineering at Yildiz Technical University in 1995.
He worked as the construction site manager in various projects in the private sector between 1995-1998. He began to serve as the project engineer at ISBAK AS on October 01, 1998. He worked as the chief of Realization, Signalization, Transportation Systems Manufacturing, Project Implementation, and Signalization systems manufacturing chief at ISBAK AS between 2001-2016, respectively. On December, 2016, he was appointed as ISTTELKOM AS Infrastructural Systems Director. Currently serving in this position, Mr. Buyuk is married with 3 children.
