According to the Law No. 4982 on Information Acquisition:
The application for access to information must be related to the information or documents that are in the hands of the institutions and organizations that are applied or should be found due to their duties (article 7/1).
The institutions and organizations may respond negatively to applications for information or document which can be created as a result of a separate or special study, research, review or analysis (Article 5). the institutions and organizations may also respond negatively to applications for information or document which can be created as a result of a separate or special study, research, review or analysis (article7/2).
The information and documents published by the institutions and organizations or which are published, brochures, advertisements and similar means are not subject to applications for access to information (article 8/1)

Application for Access to Information
Applications within the framework of the right to Information Act can be made to public institutions in three ways.
- Sample petition published in the annex to the regulation
- Fax
What should be in the petition of the applicants?
If the applicant is a real person in the application for access to information,
- Name and surname of the applicant
- Signature
- Residence or business address
If the applicant is a legal person
- Title of the legal person
- Address
- Signature of a person authorized
- The information or the document which contains the authorization document, is made available to the institution or organization that possesses the requested information or the document.
The requested information or documents are clearly stated in the petition.
In order to provide access to the information or document in a short time, the subject of the requested information or document, if any, the date, the number and the units within which the information or the document is requested and other matters which are required shall be stated in the petition.
Requesting information via E-mail and fax
Article 10 of the regulation; the identity and signature of the person or other information that will help to determine from whom the article is happy can be made in electronic environment or by means of other means of communication provided that it can be legally determined. For applications to be made by e-mail, T.R identification number given by the applicant will be queried by the information acquirement authority.
1 – Real Persons: for applications to be made by real persons via e-mail, the applicant’s first and last name, residence or work address, in addition to the identity card to be used for Turkish Republic ID number. The information and documents related to the institutions are to be filled in by filling out the form which is attached to the e-mail address of the information acquirement unit and the regulation.
2 – For Legal Persons: applications to be made by legal persons by electronic mail, title and address of legal person and the authorized person, T. R.C. together with the authorization document, the requested information or document shall be made available to the institutions by filling in the electronic mail address of the information acquirement unit and in the annex to the regulation. The authorization certificate is transmitted to the electronic media with the appropriate electronic tools.
Applications can be sent via fax to institutions and organizations. However, in the applications to be made by fax, real persons and legal entities authorized to represent the Turkish Republic ID numbers are indicated.
The real and legal persons who will apply via electronic, mail and fax must fill out the application form.

You can request information or documents from the Istanbul Metropolitan municipality by completing the steps on this page. The application will be evaluated within the scope of the right to Information Act No. 4982. Right Of Access To Information Article 20. The period of access to the requested information or document is fifteen working days according to the article of the law.
